Rank 3500 is a very good score in VITEEE and yes you fall under category 1  .You have very high chance of getting Computer Science Engineering in VIT Vellore campus as your rank falls under last year's cutoff range for CSE. You also have choice to take admission in following branches too, ECE, EEE, ME, CE , IT. As cutoffs are highly variable, it varies from year to year, course to course & campus to campus . So, you should wait for the final results.
