can I repeat class 12 from nios board after passing from state board without changing my old subjects?

Hello candidate,
Any candidate can enroll in NIOS as it is an open board.
There is no problem in doing so, even if you have already passed the board exam, irrespective of the affiliation to any board.
Many people do that to secure better marks.
