can I shift to cse(4 year course) if I do well in first year..and for now, take cse with mtech in information security(5 year course)

Yes in some colleges there can be such criteria but for that there are certain terms in all colleges which you will have to clear like
attendance,
academic performance
Exams scores etc.
You can know in detail only with the official authorities.
