Yes, the income certificate can be submitted after the counseling process. You can ask for sometime from the college admission management and once you get the certificate you can submit it in the college .

Your query is quite generic to answer as you have not mentioned the name of the entrance exam of which counselling process you talking about. Generally income certificate should be submitted during counselling process.
