You can definitely take admission in IGNOU as well as B.tech but what should concern you more is that which is the course you are more interested in and passionate about.

Also you should anaylize how are the cpurses going to benefit you in the longer run as you can never show both the degrees together in any field. Secondly if you are just doing it for the sake of collecting degrees it would not be a smarter choice as what matters is the learning you gain from the educational set up and not the degrees you are attaining.

Finally if you are really interested in doing both the courses you can go ahead but please do not sail in two boats and never reach the shore. Go ahead if you think you can balance both of them well.

Yes you can pursue these 2 course simultaneously because one is regular and the other is distance course.

Also there is less possibilty for exam dates to clash. You can do if you can balance both and you can widen your prospects.
