Yes ofcourse infact iiit Hyderabad ha recently introduced this as full time BTech. GATE is the exam where even production engineering student can give gate from cs stream. So yes you can do Mtech from AI after studying ECE.

Yes, you can do masters in Artificial Intelligence after doing B.Tech in ECE in most of the colleges in and out of India. But you must have a solid grasp of computer science. If you're really interested in Artificial Intelligence, you can even do B.Tech in AI. IIT Hyderabad is one of the first colleges in India which offers B.Tech in Artifical Intelligence.
