See both certificates are same because NCL comes under only OBC category. NCL stands for Non-Creamy Layer, OBC category is divided in 2 parts, one part stands for Creamy Layer who are considered as almost General because do not have any reservation benefits and other part is NCL, which gets all the reservation benefits.
