You can take CDS in the final year of your engineering as a appearing candidate eve though you are 21 now. Infact you can take CDS exam in 2nd year too or in 3rd year, but you won’t be get joining even after performing good in exam as you lack the requirements/criteria i.e you do not hold a successful degree. This might lead to further complications from the Board due to non-compliance of the requisite conditions which may effect your future attempts. My suggestion for you is to be patient, go through condition for eligibility, the previous question papers(you can find them on UPSC website), get a clear view of the selection process, make your-self fit for the physical test, make an action plan, try to attend mock tests. When you are eligible and attempt the exam, would have an advantage in getting through the exam.

To be eligible for CDS, one needs to satisfy below two criteri :- :-
Thus, you are not eligible for CDS examination now that you are in the first year of your engineering i. e graduation as to eligible for CDS examination it is compulsory to have either passed your graduation or you should be in the final year of your graduation.
