Can I withdraw my alloted seat after the 4th(last) round of seat allotment in UPSEE counseling? I have been alloted a seat since the first round but the only college I want is IET Lucknow. I have paid the seat acceptance fees too. Thanks

If you pay the fee the seat will be occupied but it won't get reserved for you. If you have paid fees and confirmed your seat by visiting College then you can get admission into the college without any problem if the verification process is still incomplete then may or may not get a seat. Visit the College and tell them you are here are seat verification, as it's too late for verification your seat may got cancelled so tell them you have come for verification, they will search for your name and tell you the status.
