You should have 10+2 qualification with maths physics and chemistry to get a B.E/B tech course in agricultural engineering .

If ur mpc means maths, physics and chemistry then yes u can go for agriculture engineering. Any student can change their major but without having the knowledge of biology it will be tough as you'll have to work very hard.
