No you can't apply fot government quota seat in private college.
To give an answer in detail, there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats.

See there are various states that allow candidates of other state to participate in their state's counselling and get admission in the respective medical colleges but no state allows non-domicile candidate to sit for government quota seat even in private colleges.
See, even in government seats for private colleges there is reservation only for domicile candidates and non-domicile candidates can only apply for only management/private seats.
