Can one having first choice get preference over others having second or third choice in case of admission in a same medical college?

Dear Sir/Ma'm, the choice filling should be done by you in such a manner that the college which you are giving first preference is at the top and the order continues like this. In case two students have given the same choice at the same rank, in that case the one having the higher score will get the college.

If one student has filled first choice in a college and the other student has filled second choice in the same college,then will the student having first choice get greater chances of selection in that medical college? Pls tell me.
