For the first case, apart from FMS, ISB, XLRI and MDI I would strongly consider the newer IIMs. The IIM brand is strong, and continues to strengthen every year.
For the second situation, I would prefer the established IIMs over the newer IIMs. While I like the startup mentality, I think going for well established educational institutions is imperative - you can never change your institution. Well established institutions provide you access to a wealth of knowledge and alumni networks.
Overall, it is important to remember that IIM Lucknow and Kozhikode were also new IIMs at one point of time. I think IIM Kozhikode is doing a tremendous job in becoming an attractive business school.
