Assessment officers of Income Tax in India are governed by the Central Board of Direct Taxes or CBDT. Against the common misconception, Charted Accountants, Tax Lawyers and other financial advisers are not Income Tax officers. They only give income tax advise to their clients, can do tax audits (in case of CA) and can represent their clients in court for taxation suits.
An income tax officer is a government employee under the CBDT who is directly recruited by the UPSC (Union Public Services Commission). Hence, one needs to clear Civil Services exam in order to become an income tax officer. Ideally, a candidate must have thorough knowledge of Indian Tax laws with preferably a Masters or Professional education in Commerce, Law and Accounting.
