can someone appear in clat exam if he have tattoo on his hand or chest?

There is no any point mentioned by Consortium of NLUs for eligibility criteria of CLAT 2020 which addresses about tattoo on body so if you have tattoo on either your hand or chest you are allowed and eligible to appear for CLAT.
Note that above criteria is valid for CLAT 2020 and till now the eligibility criteria for CLAT 2021 is not released so cannot guide you about that.
