Hello,
Yes, students having diploma in mechanical engineering can take admission in a Marine engineering college.
You can also enter the course through lateral entry but that depends in seats and only few colleges only offer lateral entry.

A one year Graduate Marine Engineering ( GME ) course after mechanical engineering would give students the licence to enter merchant navy. This one year GME course is all you need to become a marine engineer after doing mechanical engineering. so yes you can do GME course after one year of mechanical engineering.
