Yes, Deemed University degree is valid for UPSC examination and for other purposes as well provided that the university should be recognised by UGC.

You can check UPSC eligibility criteria provided below:-
*You must have a bachelor's degree in any, discipline from a recognised university.
So, it doesn't matter even if you do your degree from deemed university but yes it should be recognised one
*Minimum age limit :- you need to be at least 21 years old to be eligible.
*Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category.

Your UPSC civil services examination consists of three stages
*The first stage of the exam is Preliminary examination (objective )
*The second stage, Mains (written).
*If you manage to clear mains then you are to go through third stage i.e interview/personality test .

*Also work on your communication skills and personality development as it plays an important role in your interview round
