Students should always remember that paper is not to beat a student. We don't set paper that students are unable to do. It is the selection test to select students who are better than the others and it is to find the students who are good. Engineering exam is to select students who can do well in engineering education and medical exam is to select the students who can perform well in medical education and similar criteria is for the other exams as well. Purpose of the test is the same to select the deserving candidates even if more time is provided to the students. So, the quality and standard of paper is going to be the same, it will not be affected by the time which candidates have got and it is the same for everybody.
