Yes, they do consider 12th board marks, but to get selected for DU you need to score well in JEE Mains.
Admissions are taken with having 12th and JEE Mains result considered, but getting selected for that college is to qualify/ get a good result in JEE Mains.

It depends on the programme for which you want to apply. The admission criteria varies course to course but the Engineering programmes are offered by Delhi Technological University which admission is based on JEE Main score.
