Not necessarily through NEET but you are required to have your primary medical qualification degree, as the eligibility criteria of  FMGE says,

The candidate must have the primary medical qualification either whose name and the institution awarding it are included in the World Directory of Medical Schools, published by the World Health Organization; or which is duly attested by the Indian embassy concerned, to be recognised as a medical practitioner in India. To be eligible for FMGE 2018 June entrance exam, candidates must receive their primary medical qualification degree on or before May 31, 2018.
