Medical board in Assam makes you sign a compulsory bond. It states that you have to serve for 1.5-2 years as a doctor. This also includes some time of compulsory rural service, this is why this bond is aka rural bond. It is a sum of Rs 20 lakh that you have to pay to the government if you fail to complete the condition of rural bond.
