do upsc and ssc exams have similer questions?
First of all Staff Selection Commission conducts various exams at different levels such as MTS/Combined Higher Secondary Level/Combined Graduate Level/CPO/ Junior Engineer/Hindi Translator/Sub Inspector/Constable(Executive).
I presume based on the eligibility of graduation your query is regarding SSC CGL and UPSC. UPSC has an extensive syllabus, the exam is conducted in three phases namely Prelims, Mains and Interview while on the other hand SSC CGL has four stages, in the first stage we have four sections, of Reasoning, General Awareness, English and Quantitative Aptitude for 200 marks, the second stage is also of 200 marks for ,Quant and English, for other posts such as JSO,AAO there are one separate papers, third stage is descriptive paper such as writing essay, prcis, letter writing(Hindi/Engish), last stage is data entry speed test. Over the years, the level of questions have become higher, the exam too have become highly competitive, one of the important feature is this exam is SSC often repeats question, so it's compulsory to go through previous year papers, except descriptive part and data entry test, SSC CGL is conducted in only MCQs format, so speed and knowledge is the key to crack this exam.
On the other hand, in case of UPSC Prelims consists of GS Paper-I with topics such as History of India and Indian national movement, Indian and World geography, Economic and social development- sustainable development, poverty,inclusion demographics, social sector initiatives etc,Indian polity and governance-constitution,political system,Current Events nationally and Internationally, General Science,General Issues on environmental ecology,biodiversity and climate change. you just need to score the required cut offs against your category.
Another paper is CSAT which is qualifying in nature
you need to score 33%(only 66 marks out of 200) which includes topics such as basic numeracy, comprehension, logical reasoning and analytical ability, general mental ability, decision making and problem solving, interpersonal skills including communication skills.
Both the paper is of 200 marks each and is, MCQs based. Prelim's numbers are not added in the final list,
Second stage is Mains which is more of a subjective type, you have to to write answer for Four General Studies Paper such as
GS-I includes Indian Heritage and Culture,History and Geography of the World and Society,
GS-II includes Governance, Constitution, Polity, Social Justice and International Relations,
GS-III includes Technology, Economic Development, Bio-Diversity, Environment, Security and Disaster Management,
GS-IV includes Ethics, Integrity, and Aptitude
Apart from four GS papers, we have two optionals, one essay, two language paper, there are total nine papers here. 250 marks for each paper, total is 1750 marks followed by Personality Test of 275 marks.
UPSC is one of the toughest exam, the reason being such a humongous syllabus, so you have to read a lot, and most importantly in every subject you need to have a solid foundation, that's important, in SSC the weightage given to English and Quant is lot more as evident from first and second stage marks distribution, and SSC CGL doesn't have interview while UPSC has.

UPSC is a lot more important exam than SSC. UPSC is older. They do not contaian similar questions . SSC CGL is basically Staff Selection Commission common Graduate Level Examination. This examination happens in Tier 1 and Tier 2 form.
As far as UPSC Civil Service Exam & Govt Jobs by UPSC is concerned from UPSC Civil Service Exam to Bachelor of Commerce qualification required exams you will be eligible to appear.
