As it is approved by the president so it will be implemented soon as it already has come into effect in Gujarat. Rest depends on the rules and regulations which will be formed soon. So wait till all the information and rules get formulated on it and it gets implemented entirely. I think that it might help the specified category in the given paper.

I don't think so as it is over and above the previous reservations so this won't affect there qouta.
