Hi,
I don't think it will affect you while giving any government exam. For any government exam there will be a eligibility criteria and certain age limit.
For civil services exam the eligibility age is 21 years and should have a degree from any recognized University.
- The age limit is 32 years for general Category and EWS Category i.e., till the age of 32 years you can give this exam.
- For OBC Category it is 35 years.
- For SC/ST, it is 37 years.
In the same way, other government exams also will have certain age limits.

No, gap years won't affect your eligibility for any government examinations provided you fulfill their eligibility criteria

******** Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category.
********Attempt limit:- The maximum of times one can appear in UPSC is given below category wise :-
