does sc rank works during counseling or will i have to do it with GMR rank?

Your GMR as well as your category rank will be applicable at the time of counselling. There are a specific number of seats reserved for SC candidates (unless you get a seat via your general merit rank). All counselling and admission process will be based on GMR but you will get a seat in sc category because those seats need to be filled.
