No, If you have a SEBC certificate in regional language of state but your name is not found in  OBC list of  central government. Then you can only enjoy the benefit of reservation in state or state level exam or education.  At central level you are in unreserved category.

It matters that you are applying in a centrally governed or national level college or state level college.
