You need to specify which college fees are you talking about. But most of the colleges don't have the hostel and mess fees included in the given fees. If yes then they would specify it.
According to me the fees given are only the institute or college fees. Hostel and mess fees are different.

Generally the fees that the colleges talk about is only the tution fee and it encompasses the study materials, courses and library charges. But it seldom includes hostel fee as every student doesn't opt for a hostel. But if you tell me the college you are looking for may be I can give you all the relevant information. All the best.
