due to some disturbances,I have not cleared my btech. after two years(now) I strongly ,want to prepare for civil services. so I am thinking of doing a degree in geography or political science. which is some helpful for my civil services....is that appreciable? please..guide me ( i have diploma inEEE

You can choose any of the course from geography or political science both will be helpful for you in preparation of civil services.Questions from both these subjects comes in prelims exam as well as mains exam.You will also be benefitted while in choosing optionals because these subjects re part of optionals and will help you in big time.
Choose the one that excites you or where your interest is.

Thank you , but the another thing I mean that ,if any recruitment board (state/central), educational institutions etc.. will question/bother about changing the stream from technical to non- technical (that I did diploma in EEE).

Good to know that you want to to do studies further. If you are thinking about doing graduation, then you can opt for any of the subjects you asked.
