You will definately able to crack UPSC Civil Services examination. What you need is to prepare well and strong determination towards your dream. You can study B.A (Hons) with political science along with B.Tech Civil from distance learning. In the mains exam you will need to select Civil Engineering as your optional paper. The mains exam of UPSC Civil Services assess the overall intellectual traits of candidates. The nature and standard of questions in the General Studies papers (Paper II to Paper V) will be such as to test a candidate’s general awareness of a variety of subjects, which will have relevance for a career in Civil Services. The questions are likely to test basic understanding of all relevant issues, and ability to analyze, and take a view on conflicting socio-economic goals, objectives and demands. The candidates must give relevant, meaningful and succinct answers.The syllabus of optional subjects basically covers the one candidates have learnt in their bachelors degree/master's degree. In case of engineering, medical science and law, the level is of Bachelors degree.

At this moment you can do nothing as you are completely confused and off track and with this mindset you cant prepare for upsc.
First of all keep a mindset that now you want to do upsc and nothing else and dedicate everything into it.
Now, if you don't want u to do engineering then i would say just say a big no to it and forget it completely.Choose what your mind says and you think you can do it.You and having so many thoughts at a time and i know you have been listening to many stuffs and advices from people and that is creating problem for you.Just don't do that.Just have piece and set you relax and think what will be good for you and what would you prefer to study then start preparing.
