The TestDaF exam is an advanced level German proficiency exam, so yes, it is a language certification for German, but it is aimed towards advanced level German speakers.
According to the CEFR (Common European Framework of Reference) for languages, German language proficiency is evaluated at 6 different levels A1, A2, B1, B2, C1 and C2 where A1 is for beginners and C2 is the most advanced German language proficiency certification.
The TestDaF exam is available only for levels B2 and C1 and therefore, a candidate is required to have previously obtained the prior certificates or an equivalent level of proficiency before sitting for the TestDaF examination.
For beginners and intermediate level speakers, the 'Goethe Zertifikat' exams are available for all the CEFR levels in German and are also an internationally recognizaed German language proficiency certification for non-native speakers of German.

hi. It is a test to identify the fluency of German for non-native speakers. The test covers 4 areas: listening, reading, writing and speaking. The test is marked in 3 levels: 3, 4 and 5. Approximately 40 minutes is alloted for reading, 60 for listening, 30 for writing and 30 for speaking.
