The allotment is through UPSEE as far as I know and the fee struture is regulated by the authorities. For a better idea, pls check this document . This gives the details of the official fees as fixed by the authorities. About placement guarantee that no one can give you. It will depend upon your skills, performance and then the institute. Pls check the placement reports, student forums to know more about the placements.
