For admission in btech Jadavpur University the eligibilty criteria is 60% in pcm aggregate and 60% in maths and for reserved category (OBC NCL, OBC CL, SC/ST, PwD) 45% aggregate in pcm and 45% in maths. So is the reserved category relaxation is only for domicile of Bengal or other state also.

Candidates belonging to reserved category belonging to any state other than West Bengal are considered as general category candidate. So you if you belong to any other state you must have passed 10+2 with Mathematics, Physics and Chemistry with minimum overall 60% aggregate marks as well 60% aggregate marks in each individual subject. You must have also passed in English with minimum 30% aggregate marks.

Yes, only West Bengal students are eligible for reserved categories.
This is because,
WBJee counselling pdf clearly mentions that
Other state students are not eligible for government aided colleges in wbjee. West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.
