Hi,
As no doubt the IIT is the best for doing the M.Tech as it provides a lot of opportunities as well as well established labs and well qualified teachers.
When we talk in terms of NIT's these are also in the list of vest colleges.
As we all know IIT R is famous for civil.

If you are talking about best college for Civil Engineering , then IITD , IIT Kharagpur, IIT Madras , IIT Kanpur will be in top list.
If you are talking about which will be best for your score then it can be new IITs and NITs.
You can get into IITs but you will not get popular Stream like Structural Engineering.
So if you go for balanced option with good branch and good college then go for NITs.
