I am taking into consideration elite govt job Civil service. In concept trickle down effect.
For civil services you can apply even if you are having 4 papers in section B (upto 8 papers if planned well). But only thing is you should pass the papers prior interview stage. For other recruitment by UPSC they recruit mostly passed one with experience. For Engineering Services Examination also you can apply without passing section B. Here also condition is alike of CSE.
I have given 1st Cse attempt in 2015 when I have a paper pending in section B. For both Cse prelims and Section B remaining exam I failed.
But I never gave it up, attempted again.
Passed AMIE in dec 2015 exam.
Tried for cse 2016 and 2017 but again failed in both these exam in preliminary exam itself.
Now has to try for 2018 Cse.
So you can apply without passing AMIE for CSE.

AMIE is far better than regular engineering of you are doing it after your diploma in many aspects.. But in India where education is a business and regular engineering colleges are like poultry farm. AMIE not considered as standard of engineering and quality of engineering education.
Advantage of AMIE over regular engineering are As follow.
Need to pay Heavy Engineering fees as doing engineering is only possible to financially strong student.
Free to select your desire engineering branch after passing section A of AMIE.
Good Engineering knowledge because Syllabus of AMIE is tough as compare to regular engineering University.
Equally eligible for all type of Government job.you can appear for GATE Entrance Exam for Higher studies.
