Hello sir, Actually i did graduation as a non collegiate student and now i am applying for pg from a different institution and recently i got to know that the university don't give transfer certificate to non collegiate students they only gi e migration .And now the pg university is asking for same

As the University do not give transfer certificate it allows for only migration certificate to the non collegiate student. Now the pg University is asking for the same means migration certificate. Then apply for migration certificate to get it from the respective University.
