Yes you can appear for NEET exam next year if you have cleared your backlogs i.e. if you have passed your 12th exam by clearing all the subjects.

Now regarding securing 52%, you havent mentiones whether it was the aggregate of all subjects or just Physics, Chemistry and Biology. Now for being eligible for NEET, you should have scored a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST.
