It's difficult to exactly predict this year cutoff as it's variable.But considering last year cutoff for SC category it was 54. Therefore there is good chance that you get qualified for JEE Advance but it seems less chance of clearing general cutoff.

It's difficult to tell you the exact about the qualifying cutoff & exact rank. As per the previous year, The chances should be decent to qualify the exam but chances seems less to get a seat in NITs, IIITs & GFTIs with this percentile.

I would like to inform you that it is possible for you to get enrolled in NIT with 65 percentile since you belong to SC category. But if you want to get into IIT, you need to appear for JEE Advanced after which it opens your door for Indian Institute of Technologies.
