You did not mention your category, if you are a general category candidate then no. The eligibility criteria for JoSAA counseling is you need to qualify JEE Mains. You have other options for state counselings like M.P counseling, MHT-CET which is for Maharashtra , Punjab , Haryana etc. for more details refer the link.

As you have given JEE mains this year and secured 86.88 percentile, then yes, you are eligible to participate in josaa counselling or csab counseling.
Because in josaa counselling it doesn't matter that you have qualified JEE mains or not, if you have given Jee mains 2020 then you are eligible to participate in josaa counselling 2020 and csab counselling.
Also with your jee mains rank card, you can participate in wbjee counseling, jceceb counseling, jac board counseling, hbti kanpur counseling, etc.
