hello sir/ madam, if one secures a rank of 650 in general category in WBJEE, then will he or she be able to get chance in electrical stream?

Well, You haven't told if you are HS(home state) or AI(all india), But in both scenario chances of Electrical stream are very less in specifically Jadavpur University, But there are 50-80 options for you in other colleges through WBJEE.

Yes you will get chances to pursue Electrical engineering by acquiring 650 in general category in govt. colleges/ universities other than Jadavpur University. For getting EE in JU you need to get less than 500. You can get admission in other govt colleges like KGEC, JGEC etc.
