hello...i have attended appgecet2019 first counscelling,i did not alloted any seat and i want to apply for second counscelling. To exercise the options should i again pay the fees?

No, you do not have to pay the fees to exercise the options again in the second counselling. You have to pay some concession if you opt out after selecting a college ,taking admission and if you have paid its fee. ie, you won't get the full fees if you remove your name after paying the fees to the college.
