The eligibility for CAT is that a candidate must have passed bachelor's degree from a recognized board or university or completed a professional degree (CS/CA/ICWA). Diploma is not equivalent to bachelor's degree. So you are not eligible to appear for CAT when you are in the final year of Diploma. You are eligible for CAT if you are in final year or completed B.Tech after completion of Diploma provided that you must fulfill the other eligibility criteria.

As you said you are doing Diploma now after 10th. So, you are not eligible to appear CAT directly after Diploma degree.
You will become eligible to appear CAT after you complete your graduation. This means you have to complete your final year exams of B.Tech CSE and then can sit for the CAT exam. You must graduate with at least 50% in your bachelor's degree from an recognized university or college.
You can any B.Tech/BSc/BA/BCom course, there is no such restrictions. You can go for a course according to your interst. B.Tech CSE is a good choice too.
