No the state of Eligibility in this case which you will have to fill the application form will be Kerala.
Because the state of Eligibility is the state in which A student's school in which he/she has completed his last class (i.e., Class 12th in your case)

because our residential proof is in tamilnadu and his sturdy was in kerala,
