Your passing marks will be as per the year in which you gave your class12th examination, now you have given your 12th in 2018 , so for you passing marks will 30 % i.e 21 in theory as per the rule in 2018, so with 22 marks in physics theory you are pass in physics theory

Now ,to be eligible for neet examination you must have obtained a minimum of
50% marks taken together in PCB in your class 12th board examination if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories .
So , if you fulfil this criteria with your class 12th percentage then you are definitely eligible for neet examination
