According to guidelines mentioned in bulletin of information released by University of Delhi, the inclusion of any subject other than those in List A and List B in the combination of best three will lead to a deduction of 2.5% per subject in the aggregate of the Best Four subjects.

Firstly, changing the branch from commerce to arts is completely your choice but I would still ask why you need to change. As you already made up your mind for something. Yet , there are many colleges for arts like Delhi colleges of arts and commerce, Loyola college, Mithibai college of arts, Hindu college University of delhi etc. Hope this helps.
