Optometry has nothing to do with NEET, you have to obtain 50% marks in your 12tg board examination (physics, chemistry, biology), and then you need to fill the form of different colleges which offer bachelor's in optometry,as there's 4 year course and a Bsc in optometry which is a 3 years course.
In many universities you have to give entrance examinations and some colleges/universities take admission on the basis of merit list.
So you can checkout colleges which offer this course and apply.

No, you don't need to give NEET exam for optometry. To be an optometrist, you need to have a Bachelors degree in optometry which is a 4 year course. To become eligible for this course you must have passed 12th class with 50% marks in physics,chemistry and biology from a recognised board.
Optometry is a health care profession which deals with the examination, diagnosis, treatment and management of diseases and disorders of the visual system. It is a vision care science.
