To become a collector you initially have to appear in the civil service exam conducted by UPSC . Any Indian, Nepali, or Bhutanese with a graduation degree in any stream from an government recognized university can give that test. There is one more way to become a district collector officer which is a through State Public Service Commission (SPSC). But through SPSC you will not directly become district collector, it will require subsequent promotions.
