To become a pharmaceutical engineer you have to pursue B.E/B.Tech in Chemical Engineering, Biomedical Engineering, Pharmaceutical Engineering or Industrial Engineering. Then you have to build a good resume along with the research attitude as pharmaceutical engineers are involved in the development of new drugs and treatments.
