See if you have not opted for EWS in January attempt of JEE-Main then you will not be considered as EWS candidate for January session but yes if you have edited it for September attempt then you will be treated as EWS candidate only for September attempt of JEE-Main.
According to the percentile you have mentioned in the question your approximate rank would be near about 27,000 and on the basis of this rank and category you cannot get top NITs with CSE branch but yes you can get them with other core branches like EE, CE, ME and likewise. Note that the above prediction is based on previous year's cut-off because cut-offs for this year has not released yet and cut-offs are bound to change every year depending upon various factors so any assurity cannot be given.
