I am a mechanical engineering graduate 2014.Cleared gate 2019 with 41.06 marks.Degree percentage is 76%.My Chances of Mtech in IIT or NIT?

See the marks u ahve scored is not enough for u to get admissioned in the good colleges like NITs and IITs for pursuing ur higher studies. U can opt for other state colleges and private institutions which except the low score of GATE to take admission.
