With a score of 675 in gate 2019 EE , what are the chances of me getting into an IIT or NIT for Mtech ? Thanks.

With this score you cannot IIT Bombay, Kharagpur,Delhi, Kanpur etc(older IITs).
You have good score with help of this you can get NIT and newer IITs.
Check previous year cutoffs for various institutions you definitely able to fetch seat in good institution.
